Outsourcing - why Romania?

   According as the new kind of business typical for global economy is enlarging, more companies from entire world are forced to look abroad for high quality human resources. For this reason, most of the IT companies from the West are orientated to the companies wich are directd in producing and developing software from Est Europ, searcing for perfect balance between high quality programming services and efficient solutions regardind expenses. Big IT companies transfer offshore one part of the software developing solutions, aiming the outsourcing offer of the Est Europe companies. Far from being a “fashon of the moment”, migration to the “offshore programming” model opens new oportunities for IT corporations. These are under constant presure of reducing the production costs, which allows decreasing of the final price of software product which draws to a better palce on the market. From this point of view, the outsourcing can be an efficient weapon in fighting competition.
   Rapid Application Development (RAD) is the concept which appeared in last years in the IT area. This tendency was established by a lot of demands from software market regarding shorten of development proces of projects. But for this, the RAD are not too useful, lack of a seriouse traning. A seriouse traning requires human resourses, money and time, that is exactly main advantages of the outsourcing. Thus the model of the external services do not includes traning, but hireing of the extra staff for shorting development time is not a problem.
   Informationweek.com says that “for american IT companies is almost impossible to find good developers and even so, they cost a fortune. Unlike India and Est Europe has acces to thousend programmers, most of them with solid knowldges in Java and other internet tehnologies and they are available for $20-50 per hour.”
   According to appreciation of Commercial Department of USA, the deficit of professional programmers in USA will be 1,5 mil till 2003. This explanes the interest of IT West companies in finding trusting outsourcing partners in Est Europe. On the other side, South Est countries already registered increasings in the IT area and have become important goals on the IT market place.
